It's a 70s bj "messina" is the model, sort of club racer type geometry, shot in Italian style seatstays give it away. I have a 1974 model in flam red, but it sits on 27" wheels, yours looks like the fork at least is 700c but the frame is likely 27" hence the long drop rear brake.
You can build them up as a retro racer or modern steel as you like.
Exposed chrome on a black frame looks great to me.
For modern ish go for 90s low flange records or ultegra on grey mavic rims, and 90s 8 speed ultegra.
For retro go large flange hubs, silver rims, and a neat groupset.What hubs were on it when you got it? Look like 90s hope lightweight

isn't the rear for 700c too? it seems that the wheel is at the end of the dropouts

Bob Jackson confirmed it is a Grand Prix Messina .. Ordered September 77 .. Brakes are later dia compe blaze ? Low end brakes dated 89 they look normal reach so maybe frame/fork was 700c ?
Most of the parts are low rent I suspect it was kept running rather than upgrade as stuff wore out .. Rear wheel is a lowly rx100 hub on a very crusty mavic rim(salt covered corrosion on eyelets) frame really is in excellent condition so suspect wheel was chucked on to get bike rolling..
The chap I bought from bought it 94 and it's not seen much use since :) Hence the stunning condition of frame ..
Nice bits are headset(possibly record ? ) chainset gran sport/record ? Campagnolo seatpost(chorus ? )Again not sure .. Nice hope titanium front hub on nice condition mavic sup rim ..
Have a few geared bikes and this will replace my current fixed wheel kona as I'm hankering for a vintage cruiser ..
Got nice set of new but old looking polished wheels on way and a lovely old 70's GB stem to go on ..

In the spirit of using what I have to whittle down spares box I've fitted these grips/collars .. Overkill ? Have plain black non lock on grips that may look better..

Picked this up recently ... Has a fair mish mash of bits on there but it was the gorgeous looking frame I was after :)
Advertised as early 90's but I reckoned it was earlier.. Confirmed as 78 .. On collection I noticed the fork had a rattle can paint job unlike the slick finish on frame .. .. Closer inspection revealed some shiny chrome beneath(was hoping paint was a fashion thing over damaged chrome :( !!
