Didn't really sound like this but worth a check. I think the way the wheel is laced this might be unlikely.

That be my first though, also could be those cheaper wheel with a massive rubber seal that created friction, lost count of customer complaining of that noise till I put a bit of grease between the hubs and rubber seal.
