It's for bending seatstays, which will be (in the specific case I am thinking of) 4130, and either 14 or 16mm.
I'd like to bend the seat stays into a hoop (a bit more complex than that, but you get the idea) to have a wishbone without the cast wishbone element, if that makes sense.
