I guess it's designed to work a bit like a wetsuit - i.e: keep you wet but warm.
In the rain, nothing will keep you bone dry, so that's pretty much the best you can hope for - which is what's so good about the Gabba. It keeps enough rain off to stop you from becoming saturated and the windproofing keeps you warm and damp on the inside.
Wouldn't wearing a softshell under a saturated jersey just soak up water from the jersey?
