Some people keep going on the analogue road (enlarge directly from neg) because of principles, and / or because they appreciate the way it looks.
I'm positive you can fake this nowadays though (make a print look like a "real" enlargement), except for work done on big negatives, enlarged big, by people who really fucking know what they're doing.So long story short: you can archieve great quality with both options.
Scanning gives you athe option of Photoshop of course.
When printing from film, nowadays is it best to get a good digital scan then print, or enlarge from the negative?*
*I have no idea about this but I assume that's what they did in them there olden days
