Nah, not totally bonkers, but it work, if by light tourer you mean a very small pair of pannier or bikepacking, then that ratio work well for the majority of ride, you got a decent range from 109GI to 33GI.

Haven't decided on the route yet, but will stay clear of insane steep hills.

When is the Shimano cassette coming out?

Just put a 40t or 42t N/W chainring instead, keep it simple, that should do you well with luggage.
