This is covered in the highway code and if followed, would allow for ninja cyclists. (And felled trees, wildlife, people walking home from the pub and any other obstruction/danger.)

That means slowing down for blind corners and driving appropriately on unlit and narrow roads where the furthest you can see to be clear will likely be the beam of your headlights.

Doing all that anyway...I'm the person who causes everyone rage doing 20 in 30 zone cos there's lots of pedestrians/slowing down on dark country roads etc... ^=^
