What Breso said. Your lungs can't take in enough air with a drop like that and it'll be dangerous on the track as your visibility will be poor. Lots of pros go for long stems with rising stems and short steerers.
There's a fine line between 'aggressive' and 'impractical' when sorting out saddle-bar drop. There's a point where any aero advantage is lost because your endurance is affected by a bad position.
Take this with a pinch of salt, my track knowledge is limited, but I do know that you don't need as much drop as you see on these 'fixed gear bicycles' everyone seems so keen on nowadays. ;)
