Touring bikes/MTB bikes decree sloping top tubes/a slightly smaller size, in case you come off. On anything else an inch of clearance (with vertical tt...) used to be the norm. Which means the Low with the zipps is just about.
However...and that's where it gets complex: If you are quite short and need a shorter than 50 cm TopTube, if the company doesn't offer 650C you may have to end up taking a 50 cm TT frame, with a very short/stem seatpost less you have too much toe overlap. Some Keirin frames show little seatpost/short stems.
Compact Geo doesn't solve the toe overlap issue if you are short. Hence Madison / Hoi offer 650C models. If you need a higher HT and are tall compact geo will do the job just fine :)
