When you are uncomfortable or when you have no clearance at all for the jewels.
Touring bikes/MTB bikes decree sloping top tubes/a slightly smaller size, in case you come off. On anything else an inch of clearance (with vertical tt...) used to be the norm. Which means the Low with the zipps is just about.
However...and that's where it gets complex: If you are quite short and need a shorter than 50 cm TopTube, if the company doesn't offer 650C you may have to end up taking a 50 cm TT frame, with a very short/stem seatpost less you have too much toe overlap. Some Keirin frames show little seatpost/short stems.

when is too big too big tho? im riding a 58cm atm and think id be ok with 60-61. the less spacers the better. how low can one seatpost go* before its anti. i remember reading some thing years ago about setting up seatpost belgian style. i dont think im making that up. iono. i stood over a 61 and my nuts don't slap. that low is terrible btw
