I have Chinese bars, they don't flex, but I'd still be worried in a hillclimb #rankcowardice
To put this project into perspective, my mate who tends to win hillclimbs has a Cannondale with gears and brakes at 5.1kg, it wasn't built on a tight budget.....

Those planet x forks are 380gish, doubt I'll upgrade them given the budget. Not going to strip the paint.

Oh, thought the current ones were the oval ones in the op, yeah, wouldn't bother then, taking the paint could take 200 grams off if it's that thick though

Target for my own weight is below 72kg, normally around 74.

Pretty sure they quote the mash at 1500-1600g
Forks + headset = 500g
Chinese crabon shallows with tubs = 1700g
Road cranks + bb + chain + cog = 1000g
Stem + bars = 400g
Brake + lever = 300g
Seat + post = 250g
You ought to be able to hit around 5.5kg without trying too hard.

Upside, is that 72kg post-dump? If so (and presuming a pre- weight of 74kg) that's an impressive clear-out! Actually, same race weight as me, which is why the last picture of me in a competitive hillclimb is in black & white and I had hair.

Instead of paying insane money for lightweight clincher, get MTB disc rims, they can go less than 400g.
Unless you intend to use the front brake quite a lots.

28h is the only drawback, but as I already have the rim I think I'll live with it. £20 hub and £25 of spokes should build up as a >500g wheel.
I have a 320g rear tub rim also 28h but I might get something fancier.

Colour particles mess up airflow as any fule knoe.
Much as I love proper metal rims, GEL280s used to go out of true every time I raced them when laced radial; every other time when laced 2 cross and exploded without warning every time I began to feel safe when laced 3 cross. I hope 280g Fiamme are better!

for the rear wheel why not use a mtb front hub conversion for bolt on? would be lighter than mack and could be set up for 46mm chainline to pair with road cranks

Are they lighter? An XT front hub is 244 grams before you change the axle and add spacers, a Mack low flange rear with bolts is 190g.

Less than 120 grams. Not the best looking though
sand the paint of the frame and then some cheap full carbon forks off ebay should get the frameset weight down by about 600 grams
