Is the downtube even circular in cross section on those frames? If it's bi-axially ovalised, it makes deciding where the centreline is a bit tricky. Decal placement looks similar on this one:

Hmm. Dunno if it is @mdcc_tester 's theory of oval tubes. Had a look at some photos of it close up and it seemed that he might be right so maybe that explains both off decal and seat tube mishap?

Are those boards even sanded?

Yah blatantly lens distortion and formed dt to meet the skinny bb and ht on different axis. A problem with external hs frames of that era experimenting with oversized tube sets. But that is why everybody loves them. (see anchor last page)
