It's the hubs.
Shimano use steel hub bodies. Massive high-load ball bearings and stiff axles.

It's not a fairing. It's a carbon layer laid up over a very thin aluminium rim section. If it was a fairing it wouldn't have the spoke nipples poking out of it.
