Obligatory comment about custom frame with spacer stack and short stem (was the term choad?) Probably better than the massive toe overlap it would otherwise have as that's pretty bad already. Wrong wheel size for the frame size perhaps.
They can always use the S&S couplers to pop some extra tube in to make it a bit longer and avoid the overlap...
Pretty much what I was thinking too, clearance is pretty tight on that frame already.
Mudguard are badly fitted.
