If a 23mm tyre has lower rolling resistance than a 20mm, wouldnt a 23mm be more prone to slipping in a velodrome?
No, because rolling resistance is not the same as lateral grip. A tyre with a stiff carcass but a soft tread compound will produce lots of grip, but have a high rolling resistance due to the energy required to deform the tyre carcass when the wheel rolls.
