Bearings are smoother than bushes, not more powerful, but definitely an upgrade.
I'm a bit confused as to what you have and what you want. To be clear, Skeletons fitted with bearings are:
2007/8 Chorus;
2007 to date Record;
2009 to date Super Record.
The second-tier groupset is generally accepted to be the best value, offering all the function of the top tier at a modest weight penalty, but without the premium.
However, with 10v Campag it is a little more complicated. When the third generation Ergo were introduced in 2009, Record and Chorus went 11v and only Centaur and Veloce got them in the 10v flavour (the difference between Centaur and Veloce Ergo, is just the brake lever).
Although SR and Athena were reintroduced before then, the groups' equipment didn't get downgraded to account for the new line-up until 2011 when Powershift and Power Torque were introduced.
This means that in 2009/10 Centaur was still equipped as the third tier group, although it occupied the fourth and fifth spots. Indeed, +2011 Chorus is (broadly speaking) the 11v flavour of 2009/10 10v Centaur!
Thinking specifically of brakes, if you want better braking then buy better pads and cables: upper tier brakes are more shiny and lighter, but they won't stop you any better.
