Arc'teryx has some super insulated and wind/waterproof gloves : Venta SV, Zenta LT (GTX), and the expensive Caden which has a removable liner. if a bit bulky, these are ok to use on bikes. i personnaly tried the zenta when hiking and cycling
a cheaper brand Roeckl ( i use this brand some when crosscountry skiing )http://www.roeckl.de/en/products/biking/winter/glove/ventoso-gtxR/ Veneri, Ventoso gtx, Vreden. i have the Vreden, and it's very insulated albeit non gtx, so can end up soaked.
