Lorry driver @hash_tag_arthur recording and posting videos

is it illegal to use a mobile to record or take pictures behind the wheel?

@hash_tag_arthur is going viral with his rants about traffic which he has filmed in the cab of his lorry while driving, seems crap that some outlets are pushing his popularity and clear lack of consideration for observing his surroundings.

So?

Did you not know that using the phone while driving is legal?

I'm unsure of whether using phone functions that do not include texting or making/receiving a call is illegal.

Doesn't seem to rule out something that's making a recording as it's not transmitting or receiving data. Nor would that clause rule out watching a movie on an iPad or similar.

I'm guessing there's a general "driving distracted" clause somewhere.
