road/ race wheels and guards on a touring frame is the issue.
take a picture of the whole wheel; is the gap even?
if it is, then a spacer may need you to rotate the guard clockwise.
if not, then a spacer will likely set the guard the right distance from the wheel and remove the unintended gap.
