Good idea. I'm always surprise they're not more popular.
@amey - what's her current bike? A steel TFG something? Have you thought about just coldsetting the rear and using a hub gear?
It should be the cheapest option as you'll just need the hub, spokes and a shifter. Also for commuting hub gears are great.

But for über cheap, Kaffenback 2 in small will actually work great, plop 650b and bingo, cheapo disc commuter/roadie to tie her over.
