Did you crash the frame? Or it just looks like forks has been bent? anyway where are you based? If it's not crashed I would like to view it.

I bought it off someone else who said its been like this for over 5years, the bike shop said its probably a result of someone trying to steal it,

The gears definitely need work in that there's no cable for the rear mech.
When did you buy it off the someone else? How much did you pay? Did it have a gear cable then?
Which bike shop suggested someone may have attempted to steal it?
When you say 'dent at front of the cross bar' what do you mean and why haven't you pictured that? If there's ripply dent or deformed bits near the head tube, that would suggest it has been crashed head-on. The forks look bent as if this is the case.
This whole sale looks shit to me.

Dent looks pretty bad to me...
Beautiful hand made frame, lugged steel.
Shimano components.
Cross Top brake levers for easy city riding.
Dent at front of the cross bar.
Works fine as single speed. Gears need some attention to get them working.
Tyres in good condition: Bontrager Hard Case, puncture resistant.
Pedals: double sided Shimano can be used with normal shoes and with cleats.
Saddle works fine but has a few surface tears
81cm - Height of cross bar from ground
54cm - Length of cross bar, centre to centre
104cm - Wheel base (distance between where the tyres touch the ground)
