Nope. That's just Evans being incompetent. Actually, any standard drop road brake will clear 28mm tyres as long as the frame and fork manufacturer put the holes in the right place to exploit most of the 49mm drop. SRAMs claims about 28C compatibility might mean that they've checked for brake caliper clearance even at the minimum drop, but sometimes the fork crown or brake bridge will be the limit in that case anyway.
*sigh. Ed, that's not a normal short reach road caliper. It's designed for cyclocross and clearance for 28c tyres. It is a different shape to a normal road caliper with a visibly longer drop. The question is: how long IS it. If you don't know, that's FINE.
