No, that is not lacquer damage, that's called campy quality finish.
Seriously, The lacquer on the carbon ergos pinch off even without ever mounting the shifters :) They just drop it off spontaneously.
Cheap and perfect levers imho, especially that they're UltraShift, Ball bearing mechanism and also V3 hood shape.
Should have gone by now IMHO
