if you tried lacing half the holes of a 48h hub, the resulting 24 spoke wheel would have some pretty weird tensions. A 36h spoke wheel with a 48h hub woukd be even weirder.
Ah I get you now, 16 would work though? (Put the opposite spoke between the two missing spokes....)
But if you had a 24 pattern and a 16 pattern at the same time I think there would be some commonality, so it wouldn't be 36 anyway.
