There is a transfer window that begins on the 1st of August, but what that really means is that teams announce who'll be joining them the following season. It's very rare that anyone moves teams during the season, with Rohan Dennis' move from Garmin to BMC last year being the only one I can think of. Pettachi tried when he left Lampre but I think the UCI blocked that.
Wiggins is leaving Sky to join a new team, which will be at least one level below the World Tour and the rules allow for a rider to move down a division during the season.

Seems like a weird period to have your contract run to, which suggests he's off after P-R to...? I have to admit I'm not familiar with the way Pro Tour teams can buy and sell contracts. Is there a transfer window.
