from our experience smaller bikes fit better but as you already said for a very short period of time.
best to try 700 and see if he can ride on it safely and if yes just go for it.
we went through 650 wheeled bikes and frankly they last short time and you never get your money back.
Road bike wise Isla bikes seems best investment as they sell for not much less then what you paid and are great to ride. We had Penarolla (I think - not to mistake with Pinarello) - great little bike with full Campa on but as said you pay loads and get little back after like in our case literally 1 year.
