True - but I think people try to compare 4km and hour record performances too much. It's similar to expecting a 1500m track runner to immediately scale up to half marathon, whereas there's a bit more to it than that, although they are largely aerobic events. I'd also say that Boardman's 1996 hour far outstrips his IP world record in relative terms.
Bobridge was still the fastest IP rider in a UCI legal/non-superman position, behind Boardman before he got Boardman's record so it wasn't just a fluke.
