38cm is fine for a short guy, or someone, who likes a tucked-in riding position.
but 38mm is... 3.8 cm, which is actually so tiny, that I would not be able to even grasp it :D
anyway, I'd ask @colnago_costa whether he has suitable stuff. Old italian bars often come in that dimension which you're afgter

PS SJS cycles have silver 38 Soma highway in case anybody else is stuck! I want a more traditional bar but fyi in case anybody else reading this has same issue.
The hen's teeth of bars, new silver are 40...and Nitto have a 10.5 cm reach
Old Cinelli have 26.4...so on the offchance you've a 38 silver bar knocking about let me know ^_^
