Yes, @amey's bike was designed with a slightly longer reach (brakes), so your Langster should be easy enough to convert into 650b.
Schwalbe make 38mm Marathon Plus, 35mm Kojak, and 38mm Durano E in 650b too.

Most common range among, say, '80s and '90s steel road bikes with sidepulls is mid-350s. This means it uses a "short-reach" sidepull with 700c wheels, and is a good candidate for conversion to 650B with the slick Silver sidepulls.
Sorry for a (probable) daft question...does converting to 650B on a track frame mean I could squeeze some winter rubber in - like continental winter contact 2's into a Specialized Langster?
