My cheapo dhb toe warmers have been good enough to keep my feet warm at the zero degree mark. Quite waterproof too. They take a second to put on and take off. One of the best piece of kit I own. And if the conditions are wet enough to make shoe cleaniness / dampness an issue, then its proper overshoe time.
Still don't understand this oversock thing... :/
