It's sad that people would cheat, but it's worse when you have a sledgehammer of a rule to crack a very small nut.
It's definitely happened. There was something in Arrivée a while back (I think they have to report this stuff, it's like councils and planned roadworks) about some chap who basically made up all his rides: they threw him out of AUK.
