The bookies decide the odds based on how much money is being bet on particular names, not on who is actually in the running. (As an aside, we should get @Chalfie to do a statistical analysis of bookmakers' favourites versus actual appointments to see how accurate they are). With Liverpool it's even more daft than normal given the propensity of Liverpool supporters to bet on Liverpool legends (of which they are literally thousands) ahead of anyone else.
If that list above it consists of former Liverpool managers, former Liverpool players and current managers du jour, which is hardly an exhaustive list of potential candidates.
