My Burls has the same holes. I didn't spec them, just came like it. They'd work for a rear guard, I've used them for a rear rack too. Handy.

With respect, it is not clear from the pictures whether the holes Hefty refers to are eyelets or not.
That's why I asked. I'm looking for a titanium fixed gear frame for winter and as an everyday commuter so eyelets are a prerequisite.Thanks for clarifying and glws.

I had Justin @ Burls make me up a very similar spec'f frame earlier this year, great bike, rides beautifully, bargain at this price. GLWS

Indeed. I also have a similar frame from Justin, which I have ridden daily for two years. It's a joy.
I spec'd mudguard eyes at the rear, and a chainstay bridge. There are no random holes in my track ends.
