As an American I do not think I can fully appreciate the term "Gagging for it" although I get that it is usually reserved for "lads" reading about "lad stuff" in "lad mags".
That said, I think Mr. News is gagging for it. It, in this case, being the ban hammer.
I'm not saying that's what he should get, just that it is what he wants.
