I feel like a bit of a twit asking this, but I'm looking for people who were involved in the techno and house music scene in the 80s and 90s, and I thought I'd try here. are they readily reachable?
jars with their lids screwed to the underside of something is a recognised way of storing small quantities of useful things like nails and screws.

Readily reachable and above a worktop in the cellar but there are cupboards underneath the worktop and straight in front of you if you were stood beneath the jars.
But I suppose perhaps the jars may have been there longer than the cupboards and work tops.

Those are load bearing jars. Don't open them.

Large number of small compartments with sorted contents immediately visible and not behind / under other useful stuff. Old school solution to workshop organization - fails when your hands are cold and you drop the jar, hence more lids than jars. Been there, done that, replaced jars with plastic organizer cupboards which are safer but somehow less satisfying than a 'free' system that can be expanded until storage area = floor area without filling the floor.
