I've only ever come down that side, which is great fun, but would love to go up it too. I remember it being pretty sketchy, as there are a few corners in the tunnels which were unlit. It's so long, something like 30 kms from Chiavenna to the top, but has a really varied mix of scenery.
It's easily accessible from the north end of Lake Como.

Depends on what you want to to do. Lake Como is a great place for mooching around, with some great gardens, good ferry services and lots of little towns and villages worth a visit. If you've got a car then you can easily do some day trips to ride iconic climbs like the Gavia, the Stelvio, the Mortirolo etc., and the riding in the hills to the east of the lake, above Bergamo is fantastic.
We stayed for a couple of days in Varenna, which was a very pleasant little village, with easy access to the lake and onto the autostrada to head north or south.

Before I click order, quick sense check - 6'1", around 73kg, large bibs and large race cut jersey?
I've measured some of my current kit as per their sizing guides and can't get a coherent answer so going large (which seems most accurate) and getting them taken in if necessary seems to be the answer.

What is a good bearing puller to buy to remove Miche bearings?
Le Manfriend bent one on a bearing that was rusted to the hub..something tough that resists popeye forearm strength is called for.

Praxis can be had for just over £100 (or possibly less from the states)
They are truly awesome.

If I have 10kg handluggage on a flight as defualt, but have paid for 20kg of checked already, i cant take say a 15kg bag onto hand luggage with nothing checked can I?

Depends on airline I guess, but the cabin limits are partly to make the overhead bins safer and available to every passenger.
