Can't find any reference to 5mph in the RPaOOS regulations. Looks like it could be the default 10mph limit because it's not a specific named road where the limit is 30mph.
And it's probably also tied up in the same problem as Richmond Park in that the bit that amended it to apply to all vehicles (not just motor vehicles) was then removed by a later amendment and no-one knows whether it really applies to bikes or not.
