Bolt cutters
No need for anything that heavy. When my D-lock seized I used a Leatherman-Mini to cut through my Kryptoflex cable in a minute or so. That freed the bike from the pub bench it was locked to and I could then take the bike home in a cab (D-lock was through frame and rear wheel) and get my LBS to remove the D-lock.
