As for the riding through the goal, what is the purpose of stopping it?
Good form/tournament practice. I reckon there should be a rule that you can't ride into goal by going through it.
I would say that it creates work for the refs, slows the game down (assuming the penalty is ball turnover?) and isn't really fixing a problem, just something that some people think would be nice?
Totally not worth implementing.
