Looking to learn whilst completing a build on this 1980's Raleigh but am a complete novice when it comes to putting builds together. Am looking to spec high grade components but fear this may be costly in mistakes.

Anybody out there happy to be asked (and answer) some pretty dumb questions?
We all have to start somewhere but I sincerely believe if a job needs doing it should be done properly, hence why I'd rather not skimp on components.
In the first instance I am looking to lacquer the frame and, as the forks are pretty much buggered, I want to get some decent carbons on it.
Budget for the build is about 2K. Already have suitable wheels - Mavic Open Pro Ceramics, Sapin laced on Chris King Hubs.
