Sounds like a pretty standard and foolproof plan, you'll probably end up withs something cool for a good price.
If you're getting a frame from NJS export I'd also order DA 7600 and cranks and hubs from them as you're unlikely to find them cheaper anywhere else.
Here are some keirin frames with brakes on for inspiration :)

Ok so here's the plan stan.
Buy a dark silver ex pro keirin frame from NJS Exports (one with a couple of scratches but no dents or frame damage)
Source some parts form there also (Sugino 75 cranks, Nitto bar and stem, NJS saddle)
Possibly fit a nice matte carbon road fork drilled for brake to fit a single dirty harry to.
Find some rims (black), give the bike a simple silver and black look and fit to Dura Ace track track hubs
Whats people thoughts/opinions? Im comfortable with Keirin geometry and fixed but for the sake of pedestrians I think its only right to run a front brake for city riding (Australia)
Has anyone done tis and encountered any problems with it?
