Yep - race cape is more 'active' or something. So for actual riding in the rain, rather than 3 laps of Richmond and some artisan coffee.
Cut will be different too. Pro team, not club fit - or whatever they call it.

The rain jacket is a more relaxed fit, more breathable and doesn't pack down so small.
I've worn mine through a full day of torrential rain and remained comfortable. It also has a small zip pocket at the rear which is useful.
The race cape is for pocket/emergency use, is less breathable and cut more aggressively.

What's teh difference between the race cape and rain jacket?
Rain jacket has tapered seams and a bit less breathable?
