Perhaps I should call it "Being in possession of eyes to be able to look for other road users, but choosing not to do so".
On the phone covers it too, or giving about 2 inches overtaking room if you let them...
In all fairness there's taxi drivers that are very good drivers, even some white van men are really good, but I hedge the bets on them being not.
