Interesting.
I think you're right; any UK builder could meet the spec easily. I'm having trouble getting motivated to go custom though- I haven't got strange geometry needs, and I almost feel like I don't deserve it (hard to put into words).

@6pt is right about picking up used/NOS gems.
If you have your heart set on new then a visit to the Bespoked show will sort out the motivation! There is a list of exhibitors on their site.

^ these guys will get you what you want built in Italy for ~ 800.
Half that (and some hunting) buys an excellent condition or NOS frame with a story and some history – you might have to have a threaded fork.
