If your saddle is at that height then the frame is the wrong size.
Remove all the parts, buy a smaller frame- you should be able to get a decent steel road frame with horizontal dropouts for less that £50 and build that up.
I do not recommend dropping money on it as it is, especially not a respray.

ride it for a while and work out what needs replacing ( if anything ) , don't rush into buying stuff straight away
some toestraps would be a good place to start though or some spd's, a hint of bar tape or some grips and you're golden
enjoy, some of those old raleighs were great bikes -

Also just noticed- take the outer chainring off the cranks and get some single chainring bolts to attach the inner. Having that outer ring exposed on a fixed drivechain is asking for a leg chomping.

most cranks here are nicer than average though we are a discerning lotbudget 30 - 50
average 50 - 70
nice 70 and abovein a how long is a piece of string kind of way

I would echo thoughts above on frame. that frame is massive! I am 5'10 and wouldn't even dream of trying to roll around on that.
Sell that frame, replace with one that fits! -

Hi,
Just bought a cheap fixed gear bike, has a Raleigh frame but been resprayed (badly) as in Raliegh badge has just been sprayed over! It's a big frame not sure on size, I just know I'm 5'10 and I'm on my tip toes!
I need some advice on cranks (sizes etc) and resprays(where to go to get one ).
Would it be better just to go to brick lane bikes and buy new bits or dig for some second hand bits!
I've attached a picture after a clean and the removal of the rear brake.
Really appreciate any help!!
