How about the top tube to seat tube, or down tube to BB area? If not, then to me that suggests it's not normal, and that something bad has happened to the front end.

It's very uniform, which suggests it might just be due to the paint cracking caused by movement around the lug.
It's probably worth getting checked out though, for peace of mind as much as anything.

Damage on front end collisions tends to occur further back on the top and down tubes.

Yeah, that's all OK. I would just never sell anything under the premise of no cracks when it has cracks in the paint.

The Cannonade SystemSix's that are carbon/alloy all do that as well - neat rings of very fine fissure in the paint right over the carbon/alloy joint.
I reckon it'd be fine.

Yeah - he's had them on and off ebay for at least 8 months. He had a 56 and a 58 which seem to have gone, so maybe someone's paid the cash. They might be NOS but a few of his stock definitely have pitting on the forks, he's got some more photos on his site somewhere I think.
I'd pay maybe €500 for a NOS one, which is definitely too much. I think he's being a little optimistic.

Not really. There's probably a reason why you don't see any at TTs, and it can't be the price.
I have no idea. Is this just one joint? Or are they on all of them? Try applying a load to spread the crack and see if it does.
Ask look for a start, although they can be very slow. @mdcc_tester might have an opinion.
Personally, I would be nervous.
