Personally I would assume unintentional. Sounds like a completely normal, if pointless, behaviour. Crappy emissions just par for the course.

Happens all the time. People are stupid. He's probably got a shitty old van or it's his employer's van so it gets ragged to fuck. Or it's clutch is on the way out or it's loaded to fuck and he expected the traffic to move off. Sometimes people are playing with phones and glimpse the traffic moving off then panic and shoot off too, not realising they're not moving too far at all. All part of the wonderful world of motorists.

Cycling home, end up behind a white van. The driver accelerates with a huge rev, spewing out huge amounts of black sh*t right into my face, only to slam on the brakes right away as we were both stuck in heavy traffic.
Can't shake the feeling it was intentional, is this a thing now? Or am I paranoid? I passed without questioning his driving but maybe I should have...
