If there are some threads of bolt visible, you can grip and turn with something like this
Otherwise you need to discover the size of the bolt, drill with the tap's pre drill, and then use the tap to clear out the bits of bolt left in the threads. The hardest part of that is controlling the drill.
If it is a stainless bolt, I'd just forget it and buy another bike.

First you probably want to loosen the part. I'd used some freezing spray to get the bit very cold. An inverted can of something like Blast Off can work. If looking to purchase something I've found CRC Rost Flash quite good. The aim, I think, is to get the rest of the screw removed without needing to drill anything out. Don't expect things to work "first time".. a few goes and letting some time for the penetrating oils to make their way should be allowed for...

Dremel and remove with a big flathead screwdriver?
sheared and stuck bolt on bike frame for fixing front pannier. i've tried everything.......wd40, drilled pilot hole and used screw extractor which keeps snapping. anyone any ideas ....my last resort will be finding small engineering firm who'll hopefully drill out and re-tap. will a lbs tackle this?
