You seriously slow down to 10mph approaching green traffic lights?
I think your driving style is more of an issue.
And in fact you would need to go even slower than that if they could go from green to red in an instant.

Your point is that every single vehicle (bikes included) would have to slow to walking pace when approaching a green light? And even then would never be able to cross a junction without risking it turning red.
