    Upside is that 23mm felt as comfortable as 25mm while it ride like 23mm, without feeling the tyres squirm under lower pressure, no point riding a road bike if you're getting all kind of vibration from it.

    ditto to 25mm feeling more like 28mm, and barely notice any squirming (I ran 55psi front and 65psi rear with 25mm tyres on 23mm rims).

    The only two downside is that certain tyres may not be ideas on wider rims, Continental for instance have a narrow surface that expose the sidewall more to the tarmac, some tyres are not ideas to run at a lower than recommended pressure.

    The other downside is running 23mm tyres on 23mm rims, you're more likely to damage the rims when you hit a pothole despite not being able to pinch flat, some tyres such as the Bontrager AW2/3 have those "aero" bit that actually work well in preventing the rims from getting chipped.
